Apex Life Sciences has an immediate Direct Hire opportunity for an EH&S Manager to work at a well-established, globally recognized Specialty Chemical client in the northern Philadelphia suburbs. 

This position reports to the VP Operations

Responsible for ensuring all sites in the Americas are legally compliant and satisfies client's Environmental, Health, Safety and Security procedures, standards and processes.  Responsible for establishing an on-going EHS improvement plan encompassing training of all personnel and auditing of assets.  Generates a strategy for investment in Fire Protection, Fire Water Retention and other EHS infrastructure upgrades. Drives on-site programs to modify the behavior of all personnel to embrace a safe working culture.

The ultimate goal is to provide a loss free environment to the client.

Be the EHS expert that monitors legislation and provide guidance to line management monitors what is required and appropriate to implement. Ensure EHS policies are relevant, appropriate and consistently implemented.Duties & Responsibilties:

  • Conduct risk analysis with line management and provide guidance to ensure risks are appropriately addressed.
  • Monitor and audit compliance against required standards. Provide guidance ito how to address shortcomings.
  • Spend the appropriate amount of time on the shop floor to identify risk and promote behavior based safety culture.
  • Establish and coordinate an EHS Leadership forum to guide EHS activities
  • Establish and coordinate safety team structures and meetings.
  • Establish and coordinate EHS training
  • Coordinate and support incident recording, investigation and the implementation of countermeasures.
  • Educates, trains, and promotes all employees to be loss control conscious. Identifies training deficiencies, and develops along with the Training.
  • Department appropriate training for Plant Staff on loss prevention techniques.
  • Develops and administers the Recognition Programs.
  • Develops and maintain the Plant Safety, Security, Fire Brigade and Emergency Control Manuals.
  • Coordinates the EH&S part of the Standard Operating Procedures Program, and is responsible for the review, approval, distribution and update.
  • Reviews and approves all ACT's and major purchases for Safety, Health, Environmental and Fire Protection considerations.
  • Provides guidelines and direction for the inspection and preventive maintenance of fire prevention and detection equipment.
  • Coordinates the yearly inspections made by the fire insurance company, and does the follow up on the implementation of recommendations.
  • Is the Emergency Control Coordinator, responsible for establishing and maintaining an effective emergency control program including a functional accountability procedure
  • Continuously examines the work place environment for industrial hygiene hazards, working with local and Group staff, to select and effect corrective action.
  • Monitors the effectiveness of the program by sampling air and noise levels and assuring a medical surveillance program for employees is performed and in accordance with corporate medical recommendations.
  • Coordinates first aid training and the operation of a Medical Response Team.
  • Environmental activities include obtaining and maintaining of all operating and waste handling permits, monitoring compliance and interacting with applicable governmental agencies, coordinating the disposal of solid and liquid waste both hazardous and non-hazardous, conducting mission and effluent surveys for air pollution and waste streams, preparing cost estimates and proposals to minimize the environmental financial impact, and assuring an effective spill prevention and control plan is maintained.
  • Keep the understanding of the national, regional and local legal requirements up to date by subscription to dedicated EHS association.
  • In-depth knowledge and understanding of EHS legislation as an EHS professional.
  • Familiarity with EHS Policies, Procedures and Standards and their practical application.
  • Able to work in a fast paced environment and handle multiple priorities.
  • Exceptional written & verbal communication skills.
  • Proven team player, able to work collaboratively at all levels and builds partnerships with cross-functional teams.
  • Excellent interpersonal skills dealing effectively with all regulatory agencies and local/County/State officials as required.
  • Excellent organizational, planning, influence, presentation and follow-up skills including a 'can do' attitude, and a high sense of urgency.
  • Project Management skills to define a site EHS infrastructure renewal strategy and to operate with external agencies and consultants, as appropriate, to define and implement the resulting plan to upgrade assets and facilities on site.
  • Self-motivated and must be persuasive in presenting ideas and managing their implementation.

  • Ability to work in and lead cross-functional teams.
  • Ability to perform statistical analysis of data.

Qualification Requirements:

  • 5-7 years’ experience with a multi-national in the Chemical (or similar) industry.
  • Experience in aerosol filling would be beneficial.
  • In depth knowledge of site engineering and equipment and process modification procedures
  • Demonstrated risk management ability in a similar role in the chemical, or similar industry.
  • Demonstrated ability to achieve objectives through influencing peers and management in a diverse environment.

Education:

  • Bachelor’s degree in Safety Management (or equivalent)
  • Registered Occupational Safety Professional (ROSProf) preferred.  
  • ASQ and ISO 9001 training a plus
